This means, "Inconvenience regretted" in Marathi. I have seen this written on a board next to the ongoing JV Link Road. I read it everyday and everyday I thought about check with someone in my office who speaks Marathi to know what this means but kept forgetting. Finally one day I remembered and found out what it means.

After than I have been wondering that Bombay is a city that should have this board put up almost everywhere-on roads, in buses, in trains, in my society, in markets...everywhere.

This picture is another example. It must have happened during the night. The metal thingy that you see behind the rickshaw is something left there for no apparent reason by whoever is building this boar (or pretending to build it). This rickshaw must have not seen what is lying there as at night they usually drive as fast as they can with their headlights switched off and rammed straight into it. You can see the impact, the wheel has almost come off, the headlight was lying on the driver's seat and the rickshaw has turned around 180 degrees.
